Measure E


History was made as the final votes were tallied and El Camino College's first-ever bond measure was approved on November 5.

It was truly a group effort that brought success to Measure E, the first bond measure in the college's 56 years. A sincere THANK YOU goes out to all those who participated in this important endeavor which will serve the college well into the future.

Voters showed their support for El Camino College by approving the $394 million bond which will provide funds upgrade our classrooms, update instructional equipment, and make health and safety repairs.

The plans and drawings for utilizing bond funds are concept documents. All campus divisions will have an opportunity to participate in further refining the plans for the projects funded with bond proceeds.

Planned improvements include:

  • Fix leaky roofs
  • Remove asbestos
  • Replace heating, ventilation, and air conditioning systems
  • Modernize instructional equipment for technology training
  • Wire for Internet access
  • Upgrade to energy-efficient systems
  • Add and modernize classrooms for vocational, business, and health care training

It is gratifying to see our community support El Camino College and our mission. We are one of the state's most successful community colleges in preparing students for careers and transfer to four-year institutions. This vote of confidence helps us continue our long-standing tradition of excellence.

Under Proposition 39, Measure E required a 55 percent majority for approval. Victory was secured with a solid 61.4 percent of the vote. More than 62,290 voters from Hawthorne, Lawndale, Lennox, Inglewood, El Segundo, Redondo Beach, Manhattan Beach, Hermosa Beach, El Camino Village and Torrance gave the measure the thumbs up.

It is also rewarding to see support for community colleges in elections across California, with 14 out of 15 college measures passing, totaling $3.2 billion.

The passage of Measure E will be officially certified by the Los Angeles County Registrar in early December. From that date, the Board of Trustees has 60 days to appoint a citizen's oversight committee, as mandated by Proposition 39. The committee is required to consist of at least seven people. The committee must include at least one member from the following constituencies: a local business, a senior citizens' group, a bona fide taxpayer's association, a currently enrolled student active in a student group, and an active member of a college supporting organization such as the foundation or a community advisory group. No district employee or official, vendor, contractor, or consultant may serve on the committee. Members are appointed for a minimum of two years, with a two-term maximum.

Again, the success of this bond measure is credited to a collaborate effort of dedicated individuals who believe in El Camino College. Thanks are extended to all who helped secure excellence in education for one of the South Bay's most important resources.

Building for the Future


Construction crews took advantage of the summer months to make quick work of completing improvement projects at El Camino College. Most of the work is funded through Measure E, the $394 million bond which provides funds to upgrade classrooms, update instructional equipment, and make health and safety repairs.

One upcoming high-profile project is a brand new humanities building. El Camino College supporters joined the Board of Trustees, President Thomas M.
Fallo, and administrators for a groundbreaking ceremony this past spring signaling construction of the new building.

The humanities building is located in the center of an area surrounded by the natural sciences complex, the Schauerman Library and the administration building. The area is designed to serve as the “front door” to the campus from Crenshaw Boulevard. The new humanities building will be a three-story structure made of brick, concrete and glass.
