MEET THE COMMITTEE

Meet the Citizen's Bond Oversight Committee Members

As part of the process to improve our campus with Measure E funds, the El Camino Community College District Board of Trustees appointed a nine-member Citizen's Bond Oversight Committee. The committee is charged with informing the public about bond revenue expenditures and to actively review and report on the expenditure of bond funds.

As mandated by Proposition 39, the committee must include at least seven individuals, each representing different constituency groups in our community. District vendors, contractors, consultants and employees are not permitted to serve on the committee.

Robert Amos  Robert Amos (Foundation Rep)

Robert Amos is a regional manager with Carestream Health, Inc., and has more than 25 years experience in the healthcare, enterprise software, and consumer products industries. A resident of Palos Verdes Estates, he is active in his community, serving as the manager for the FramCQ Soccer Club as well as service to other organizations. He has also held leadership positions on the El Camino College Foundation Board of Directors for many years, most recently as board president.
Gloria L. Dumais

 Gloria L. Dumais (Senior Org. Rep)

Gloria L. Dumais, of Torrance, is a longtime member of the El Camino College community. She retired from the college in 2000 after a 20-year career, serving most recently as a supervisor in the Admissions and Records Department. During her time at El Camino College, Ms. Dumais served on many committees, including the Facilities Improvement Team, Calendar Committee, Staff Development Advisory Committee, Ride Share Committee, and the initial Datatel fact-finding team.
Frances Mullan  

Frances Mullan (Business Rep) Committee Chair

Frances Mullan is the  representative to the oversight committee, and an active member of the Torrance Rotary Club, where she has held many leadership positions, including president. She is also a longtime member of the Torrance Chamber of Commerce, recently participating in the North Torrance High School mentor program. In the Torrance business community, she owned and operated two successful Curves for Women franchises and has been an outside sales representative in the printing industry.

Kirk J. Retz  

Kirk J. Retz (Taxpayer Rep) Committee Vice Chair

Kirk J. Retz is the founder of the Law Offices of Kirk J. Retz and practices in the area of construction law, handling both transactional and litigation matters. He has published numerous articles on topics in this field and frequently speaks on construction issues. In the community, Mr. Retz serves on the board of directors for the Rotary Club, the Gift Planning Council for Loyola Marymount University, and the nonprofit organization "Trash for Teaching." He is also president of his homeowner's association.

Dwight Choyce

Dwight D. Choyce (Community Rep)

Dwight D. Choyce is a financial engagement manager with more than 20 years in the field. His career experience includes working with Big Four public accounting firms, as well as supervising internal audit and financial management with public and private companies. He has a bachelor's degree in accounting from Tuskegee University. In the community, Mr. Choyce is involved with the boards of the Big Brothers/Big Sisters of America organization and the Child Evangelism Fellowship (children's Christian ministry).

 

Rebekka Asher

Rebekka Asher (Student Rep)

Rebekka Asher is the El Camino College Associated Students Organization (ASO) president, and also serves on the college council board, and parking & traffic advisory committee. She is a member of the ECC Honors Transfer Program (HTP), the Mathematics, Engineering, Science Achievement Program (MESA), and the ECC Student Ambassadors. A math and chemistry major, Ms. Asher plans to transfer to the University of California at Irvine. She would like to pursue a career in research and development
