El Camino College Budget Updates

California's community colleges, like the rest of our state, are in crisis dealing with unprecedented enrollment demand, coupled with the largest budget cuts in the system's history.  Our students are facing the complete elimination of the Cal Grant financial aid program.

All budget numbers are very fluid at this time and will certainly continue to change throughout the summer. There is a statutory timeline of June 15 for the state to have a budget for 2009-2010. Current budget cut proposals for community colleges include: an $85 million reduction for 2008-2009 categorical funds, which translates into approximately $1.7 million to be cut from ECC's categorical programs for this current year. The 2009-2010 state budget proposes to cut 53 to 57 percent more from categorical programs; ECC's share will be about $4 to 5 million in cuts to our categorical programs.

Adding to the state budget challenge is a $41.1 million property tax shortfall for 2008-2009, and community colleges are not backfilled for the shortfall. This means a loss of approximately $842,000 to the ECC general fund for this current year. State property tax revenues for 2009-10 are estimated to be $116.7 million less and also will not be backfilled for community colleges. This will be an additional reduction of approximately $2.3 million to the ECC general fund.

Mid-year cuts are expected from the state for 2009-2010, so we plan to keep reserves intact as much as possible to address these additional cuts. In addition, the 3 percent growth projected for 2009-10 is being eliminated.

As in previous financially difficult times, El Camino College remains committed to maintaining all regular permanent employees.
There will likely be staffing reductions in temporary, casual and part-time positions as class offerings are condensed.

Community college leaders and advocates believe this current budget proposal will change the structure of community colleges
for decades to come.

While we won't eliminate all of the cuts, it is important that we draw attention to the disproportionate cuts to community colleges and
what that means to El Camino College.
