Although the state budget was approved a few weeks ago, this week the governor acted on AB 1610, education’s budget trailer bill. Unfortunately, he vetoed two of the augmentations the legislature had included for community colleges. These include the $25 million to maintain or expand high-demand workforce training programs and the $35 million to mitigate categorical cuts imposed in 2009-10.

We continue to operate with caution, anticipating the probability of mid-year budget reductions as advised by the Chancellor’s Office. In other budget news, Assembly Bill 185 was recently enacted, authorizing the release to community college districts of $5 million in one-time federal American Recovery and Reinvestment Act (ARRA) State Stabilization funds. El Camino College is expected to receive $68,616 of these funds.

ECC’s proposed 2010-11 budget will be presented to the Board of Trustees at their September 7 meeting. The $129 million general fund budget reflects the collegial and consultative efforts of the Planning and Budget Committee, division deans, and department staff. The total general fund unrestricted budget for El Camino College is $129,314,891 with a 14.7 percent reserve.

The budget is a “living document,” and could see some adjustments in the near future, especially as the state finalizes its 2010-11 revenue allocations for community colleges.

Budget Assumptions: The 2010-11 budget includes the following assumptions: No COLA for salaries; step and column increases are included in the plan. Operational appropriations are funded at the 2009-10 level; the projected state general apportionment is based on El Camino College’s reduced state adjusted funding level of 19,400 credit FTES for fiscal year 2010-11. Medical premiums are projected to increase by at least six percent. Student enrollment fees are anticipated to remain at $26 per unit for fall.

Additional Allocations: Additional allocations include: $1.2 million for equipment and supply budgets across campus; backfilling student support programs that saw budgets reduced by the state, with $1.5 million; and $2 million to fund project requests via Plan Builder.
