
Construction has continued throughout the campus since facilities bond measures were approved in 2002 and 2012. A nine-member Citizens' Bond Oversight Committee appointed by the Board of Trustees monitors spending and reports all findings to the public.
As mandated by Proposition 39, the committee must include at least seven people, each representing one of the following constituencies: a local business, a senior group, a bona fide taxpayer’s association, an enrolled student active in a student group, and an active member of a college supporting organization, such as the foundation or a community advisory group. No district employee or official, vendor, contractor, or consultant may serve on the committee. Members are appointed for a maximum of two, three-year terms.
As part of the process to improve our campus with Measure E funds, the El Camino Community College District Board of Trustees appointed a nine-member Citizen's Bond Oversight Committee. The committee is charged with informing the public about bond revenue expenditures and to actively review and report on the expenditure of bond funds.
As mandated by Proposition 39, the committee must include at least seven individuals,
each representing different constituency groups in our community. District vendors,
contractors, consultants and employees are not permitted to serve on the committee.

Dr. Blake Silvers (Business Representative) Dr. Blake Silvers began as Wiseburn USD Superintendent, July 1, 2018, after a decade of experience as principal of Dana Middle School. During Silvers' tenure at Dana Middle School, the campus was named a National Forum School to Watch, a California Distinguished School and a Gold Ribbon School. Chris Taylor (Community Representative) Chris Taylor is director of system engineering at Northrop Grumman Aerospace Systems. He has 18 years of technical, operations, and program management experience in space systems. Mr. Taylor attended Tuskegee University and graduated with a bachelor’s degree in electrical engineering. He also earned a Master’s of Science in electrical engineering from University of California, Berkeley. Mr. Taylor has served a volunteer help to develop a STEM program at the Boys and Girls Club in Lomita. He also has supported recruiting efforts at UCLA, UC Berkeley, and national diversity conferences. Mr. Taylor is a member of Wiseburn’s Juan Cabrillo PTA, Site School Council. 1st Term: 6/20 – 6/22 |

Siannah Collado Boutté (Taxpayer Representative) Ms. Siannah Collado Boutté was a Deputy District Attorney at the Los Angeles County District Attorney’s Office. During the eight plus years as a Deputy DA, Ms. Boutté also worked at the Glendale, El Monte and Inglewood offices where she handled misdemeanor and felony cases from arraignment through trial. Ms. Boutté taught Project LEAD for over 10 years for inner city 5th graders at Centinela Elementary School in Inglewood and Rosa Parks Elementary in Lynwood. She attended El Camino College where she was the student representative on the Board of Trustees and graduated with an A.S. in Business Administration. Ms. Boutté is a member of the League of Women Voters. 1st term: 5/22-5/25 |

McKenzie Neely-Wright McKenzie Neely-Wright is an Area Manager at AT&T in the External and Legislative Affairs team, overseeing government affairs for Los Angeles, South Bay and Westside cities. She is responsible for executing strategies that achieve corporate legislative objectives, presenting the company’s priorities, along with managing community partnerships, philanthropic, and corporate social responsibilities. She is responsible for partnering with policymakers across her territories to aid with AT&T’s technology deployment and infrastructure investment. For over 6 years, McKenzie has worked in various areas of AT&T after joining the Leadership Development Program. McKenzie began her career as an intern at Google, Inc. In 2011, McKenzie accepted a position with the Federal Deposit Insurance Corporation as a Financial Institution Specialist. Following her tenure at the FDIC, she served as a Bank Examiner for the DC Government before going back to graduate school and attending the Freeman School of Business at Tulane University. During her graduate studies, McKenzie interned at the New Orleans BioInnovation Center. McKenzie earned an MBA in Strategic Management and Leadership with a specialization in International Business and a BS degree in Economics from Hampton University. Cheryl Smith Cheryl Smith’s professional foundation is rooted in business, with her academic journey beginning at the local community college in San Diego. She continued her education while working fulltime to earn both a Bachelor's degree and an MBA, specializing in Marketing and Advertising. After relocating to the South Bay area more than sixteen years ago, Cheryl became an active and devoted volunteer within the El Segundo educational system. Her involvement includes having served as both a member and chair of the El Segundo Unified School District Bond Oversight Committee for Measure ES funds. She has also held leadership positions as PTA President at every academic level—elementary, middle, and high school—as well as serving at the Council PTA. Beyond her contributions to education, Cheryl dedicates her time to the City of El Segundo’s Capital Improvement Project Advisory Committee and the Environmental Committee. Her commitment to the broader community is further demonstrated through her support of the Southern California Regional Occupation Center (So Cal ROC), where she participated in the Land Use and Facilities Master Plan Teams. Valerie Smith From the heart of Illinois to the vibrant communities of California, my journey has been defined by a relentless work ethic, a passion for service, and a commitment to lifelong learning. Born in Winnett, Illinois, I began my career with a 26-year tenure at Brunswick Corporation. Demonstrating versatility and growth, I rose from a bilingual secretary to the Director of Purchasing for one of the company's divisions. During this time, I also prioritized my education, earning a bachelor’s degree from DePaul University. My professional path eventually led me to management at Starbucks Corporation for four years before I transitioned into real estate in 1999. Based in Atlanta, Georgia, I built a successful career as a Realtor, balancing both sales and property management. At the peak of my management portfolio, I oversaw an inventory of 15 homes. In 2001, I added tax preparation to my repertoire with H&R Block, a role I continue to enjoy today in a seasonal capacity.
